in order to prevent attaching Components to other Components.

Components can upgrade other components. I do not see why this should have a different template than upgrade

No, they can't, look at Animation Wire. We specifically worded them so they couldn't attach to other components, because if you could you'd get weird component chains.

Chains caused confusion about which component was attached to which artifact and we had to add the "Non-Component" header to keep things from getting wonky.

Got proven wrong, all in favour of switching to non-component!

Seconding the motion, attaching to whatever makes it clunky and weird.
