The default template for sleep effect is "Those artifacts do not uncap during their controllers' next untap steps". See Breaching leviathan and Lorthos the tidemaker

This is really out of color for red.

It feels {u} or maybe {w} but Circeus is right, this isn't a {r} effect.

Other options having to do with artifacts tapping:

­{1}{2/r} "~ deals 3 damage to target player unless they tap all artifacts the control."

"as an additional cost to cast ~, tap all artifacts you control. ~ deals 1 damage to target player for each artifact that tapped this way."

"~ deals damage to target player equal to the number of (tapped?) artifact they control"

Ghirapur Aethergrip variant

Permanent: "whenever an opponent taps a noncreature artifact, ~ deals 1 damage to them"

How about something similar to Lust for war?

Whenever enchanted artifact becomes tapped, Short circuit deals 2 damage to that artifact's controller.

As long as enchanted artifact is a creature, it attacks each turn if able.

Seeing it here, I think I misworded it at first. The plan of this was to allow {r} a respite for a turn from artifact at the cost of his own artifact being tapped on his next turn. So everyone is back to basic for a full turn, ending with the caster. A Lorthos wording would clear that thing up.
