Should cost at least cmc4. Perhaps with a secondary effect like Moan of the Unhallowed.

If only C was spent to cast Ghoulraise, put a 5/5 black Zombie Giant ceature token onto the battlefield instead.

I'd disagree, {2} mana roughly equal to {b} mana, so it's probably fine. I'd compare it to Hordeling Outburst.

Having said that, I'm not really on board with this card from a flavor pov. It feels like something out of Innistrad and gothic horror not Steampunk and the weird west.

hmmm, so it is. I didn't realize that, I saw it so often during Kahns I thought it was a commmon.

In that case it probably should go to {2}{2/b}{2/b}.

As Raptor mentionned, there is a flavor fail here. In a set that is not horror themed, I think zombies should never be risen out of the blue without any fodder for it.

We may be tempted to put this a tech against/post thrash, making it feed from creatures in a graveyard. À la Vile Rebirth

With that, I think it can remain common if it needs fodder.

I don't really see any flavor problems here. We've never talked about Archester not having zombies the same way we did about Angels and Demons.

Either way it looks like this is getting eschewed in favor of Gremlins anyway.
