Why not make this a re-engineer artifact?

Because we want some cards in the deck that aren't artifacts?

And in the greater set, this serves as actual removal.

There is no greater set, is there?

No, but attempting to design this with a greater set in mind is a noble goal.

That said, an argument could be made that the hypothetical reengineer artifact would play exactly like a sorcery anyways since there would be very little advantage not to just reengineer the artifact with the ability itself. Also there would be concerns of abuse with recursion in an artifact heavy set like this would be in.

The idea, as has been reiterated, is that this deck represents a larger set.

While true, I"m not sure this is an effect that this deck wants.

It's also really good considering that this is a descendent of Shatterstorm Vandalblast and Phyrexian Rebirth
