Heh. I'm amused by the flavour. Mechanics-wise it's pretty uninspiring - an expensive Cloudshift or a very expensive Distortion Strike.

I can see it as just {u}. Better than Cloudshift but not really the end of the world. I just think the science mechanic could benefit from some flicker with all the ETB triggers.

I like this at the printed 1U cost. The utility between the options is often worth the extra mana.

Do we want this to be able to flicker any permanent due to the noncreature artifacts that could use this?

Sure why not.
