You can bounce your re-engineer card and cast it again to trigger re-engineer again.

No, it doesn't return enchantments.

I did not say it does. I gave you a card that this is strictly worse than that you can look at and ask yourself: "Are we really so desperate about having no reprints that we avoid such an obvious option?"

Is not returning enchantments (and planeswalkers, but we don't have any) a bug or a feature? The other color of the deck is already the opposite of heavy on enchantment interactions - I say Disperse is a superior choice for this slot.

I would consider making this a sorcery speed unsummon with an unconditional scry one.

I don't see why a slightly worse disperse is such a terrible thing. Disperse is a strong card as it is and making a weaker one that is more on theme is fine.
