I debated slotting this into rare, I just don't know how easily getting to Pray is going to be.

I'm not sure how easy it would be. Just by itself it is a moderately expensive 4/4 factory. The comparisons that come to mind are are Dragon Roost and Luminarch Ascension. Both are pretty rare.
