This and Oil Shaman make me nervous at common. On its own it'll just be Merchant of Secrets, of course, but with even one red card played beforehand it's suddenly Divination that can be blinked, and in many Limited decks it can be Jace's Ingenuity or Tidings. Drawing 2 cards is probably just about okay on a common; drawing 3 or 4 is normally uncommon, but there's precedent for some occasional "scaling-draw" at common with things like Distant Melody... none since NWO, though.

The second blue mana in the cost of this seems sensible, and I might hope to see a second black mana in Oil Shaman's cost similarly.

Oil Shaman does have a second black mana! That was definitely on purpose. I have actually been poised to move these up to uncommon as soon as I come up with something to replace them; the scaling draw/discard is probably a bit too swingy at common, I agree...I just haven't gotten around to it yet.
