Wow, that's quite a cost there. Is it really that prone to becoming a lock that it needs to be a 3-drop as well?

I think the creature's mana cost is fairly irrelevant. 3 CMC is just where I think of creature counterspells as being: see Stronghold Machinist, Stronghold Biologist, Daring Apprentice. I guess the cost is a bit higher than on Voidmage Prodigy or Ertai, the Corrupted; perhaps I'll take it down to sacrificing one artifact. It's the kind of effect that could become seriously frustrating if it's too good though.

This could go down to 2 mana. Currently blue has three 2-drop creatures and four 3-drop creatures in the set.

I think I will take this down to 2 mana. It's too similar to UU02 Merfolk Watchmaker: a three-mana uncommon creature with an artifacty tap ability.
