Just a Mana Leak early game basically but as the game goes on its potential ramps quickly. Testing this as is but also with controller paying {2} per coloured mana symbol as not sure if {3} per is TOO strong.

This looks very strong, yes. Not quite strictly better than Mana Leak, because this doesn't work on artifacts, but it's much better on most things, so I think either the {3} needs to come down or the {1} {u} cost needs to go up.
