The flavor text belies the fact that this could be a serious powerhouse. Is it balanced? Would it be more balanced with a single counter per trigger?

I don't think it's too bad. It doesn't do anything at all until you drop an enchantment after it. I'd like to see how it plays before changing it, at least.
