Interestingly enough, there is no blue spell with this card text. Costed a little higher than in white 'cause I'm not sure blue should get it as cheap as white.

That is quite a lot higher than green (Vitalize) or white (To Arms! which cantrips) charge you. I agree it shouldn't be quite as efficient in blue as in white or green, but I wonder if 3 mana without a cantrip is still a bit high. I guess it's not as expensive as Turnabout, though that doubles as a bad Sleep or Mana Short.
