Hee. This is awesome.

One thing my mind pretty much subconsciously does when I see a card list this is try to break it with degenerate cases. That's not too bad in this case: if you fish out 4x Memnite and 3x Ornithopter, all you're doing is using this as a Lightning Elemental.

Or if you use this on six {0} -cost creatures and any arbitrary creature, this is working like Eladamri's Call plus Divergent Growth, or Chord of Calling. Even then you're just paying 4 mana for 3 mana worth of effects . You are admittedly getting 4 Memnites thrown in, but the downside to that is that you have to play 4 Memnite in your deck.

So... yep! I think this isn't broken. But it's clearly awesome. It's like Skyship Weatherlight but without the {4} cost on the activation.
