This doesn't feel right to me. The creature's controller will usually just choose not to attack or block with it. White does occasionally get to force attacking or blocking, but it's very rare - I think it'd be somewhat out of pie to give this "Subjugated creature attacks or blocks if able", even if I gave it a activation.
This is at least still a "usually-Pacifism" on a 2/1 body, which is fine, but... it doesn't feel right.
It'd be much easier if red were paired with white in this set, so I could give this a red activation like Nettling Curse.
