This looks at first like a tapper, which are red-flagged at common these days. However this is actually more like Burden of Guilt, and I think it's fine for common. The gameplay will be interestingly in-between those two. You can run it out before the opponent casts anything worth subjugating, at which point you and the opponent are playing a bluffing game of whether they're holding a scarier creature in hand than the one they just cast.
