Is this common? I think the condition makes it plausible?

Hmm. Honestly. I would just make it a static effect and not a triggered one.

You mean "Subjugated creature gets -2/-2 as long as an opponent lost 4 life this turn"?

(If you mean just "Subjugated creature gets -2/-2", I think there's no way that's common, though I might have something similar at a higher rarity.)
