Using the Conquer mechanic L2i0n0k7 suggested for the Britannian Faction.

Tommy Occhipinti and I had a go at listing possible effects for Conquer at common, over on this thread. There aren't very many:

  • Conquest: Gain one life (W)
  • Conquest: Opponent loses a life (B)
  • Conquest: Untap this creature (W)
  • Conquest: Mill yourself (B)
  • Conquest: Put a +1/+1 counter on this creature (W)
  • Conquest: Destroy target enchantment (W)
  • Conquest: Unattach an equipment (W)

Some of those might even be too good, and need a mana payment, which is ugly wording at common: "Whenever... you may pay {1}. If you do, ...". The technology exists, but it's not pleasant wording.

It'd also help if there was a keyword action like "scry 1" in the set.

Still, that might be enough options for common. (A bit focused on white though.) There are plenty more options at uncommon or higher: make a token (W), opponent discards a card (B), creature gets -1/-1 (B), draw-a-card-and-lose-a-life (B), return a creature card to hand (B), return a small dead creature to battlefield (W).
