Not sure if this should be uncommon or rare.

As a tweak on Curiosity I'd say uncommon is fine. Time Spiral and Shadowmoor even had it at common (Ophidian Eye, Helm of the Ghastlord).

Mmmm... I suspect that second ability is a bit fiddly for commonness though. Uncommon seems sane.
