I don't like punishing p4 so severely, the whole point is to encourage it. White might get one, maybe two cards at most that deal with it because of precedence (Smite the Monstrous, Vanquish the Foul, Reprisal, etc.) but I don't like cards like this that go against the theme. See I am the Night
I wasn't thinking of that when making this card, it was more of a flavor card of what our WU legendary creature would like to see happen. If you think we have too many punisher cards go ahead and take this card out or cut off the hoser for creature with a power of 4 or higher.
I think this flavor can be achieved by using monstrous as the negative attribute (ala Fickle Favor)

Fickle Favor, I like a few cards that interact with creature being monstrous.
