Restricting it to card type as well as colour makes a lot of sense. It's still very very good, though.

And it enables two mana on turn 1. (And presumably a green one would be two mana for creatures...) I don't think it being legendary makes up for that.

To be honest, if the line was broken into two parts, with the second part becoming "{t}: Blue instants and sorceries cost {1} less to cast", it would still be played in 100% of the blue decks out there (well, except for those that included no instants and sorceries. But you get the point.)
