This should at least draw you a card first, in my opinion.

Hmm. It's clearly reminiscent of Blast of Genius. For 2 mana cheaper... yeah, drawing 2 fewer cards is probably correct, so it should at least draw one.

Alternatively, take the cost down quite a bit. If it's going to be Induce Despair but with card disadvantage, it should be cheaper.
