Can blue get edicts? This popped into my head as I was reading a thread and I had to throw it out.

If it only bounces, I assume it's fine. It's not actually killing anything, so it's in-color.

Oh, of course I wouldn't give actual edicts to blue. Just edict-style non-targetting effects. I'm still not entirely clear if allowing monoblue to get around hexproof cheaply is such a good idea (hence the sorcery speed).
