Considering Totally Lost is the inability to target planeswalkers really worth a 1 mana reduction?
What about removing the creature targeting as you have a few enchantment/artifact creatures anyway so this would still be strong in the format.

Interesting idea. I feel like that could bring it down to {2}{u}.

EDIT: On the other hand, Annul already sorta fills that role. If I had to choose, I'd probably make this cost {2}{u}{u} instead.
