Reminds me of Crystal Ball. For a light color requirement, this is much cheaper. I don't think it's appropriate at common.
True, but on the other hand we have Aqueous Form, which scrys 1 each turn while also making a creature unblockable for even less mana. Of course, this has it's own downsides (requires a creature, requires attacking, etc.), but it also has a huge upside (unblockable is a big deal, especially in theros limited).
Scrying 1 each turn is clearly much less powerful than Crystal Ball's scry 2, so I think this is fine at common though maybe should get a mana cost on activation.
