The comm-lines are basically telegraph wires. As a distributed intelligence, Kosmen needs to be able to communicate amongst its components. (That might be part of the reason it's set on conquering Namekkos: it's a super powerful schizophrenic that's fallen into groupthink.) Radios don't exist, so a hard line is required.
Very good in Two-Headed Giant or Emperor. Perhaps this should say "Opponent"?
The flavour of this is reminding me increasingly of the world of Primordia, especially Metropol.
@jmg My original design said opponent, but I figured that the occasional card targeted at team players wouldn't break the game.
@Alex I just looked up Primordia. You're absolutely right, the world is quite similar, except that Namekkos has almost no use of electricity.
