Um. Too strong. Land destruction is seriously unfriendly; and putting it back on their library means you're also wrecking their chances of a good draw if they already have enough land. And getting to do it twice? More cheaply than Craterize? Ouchie.

Also, Plow Under is a horrendous card that makes people groan with frustration, and references to it are a bad idea; doing it at rarity common triply so.
