"Activate this ability only any time you could cast an instant." All the other uncertain mana abilities like Rhystic Cave and Charmed Pendant have that rider, and this one is especially ripe for abuse by showing you the card you're about to draw, in case that causes you to change your plans.

Hmmm...doesn't this do that with or without that line?

The conditions for making a mana ability irreversible are 1) move cards from anywhere else to a library; 2) move cards from a library to anywhere else except the stack, or 3) shuffle a library. Just revealing the top card does none of those things, and it certainly doesn't prevent you from deciding "I'd rather cast that spell than this one, so even if I don't get to undo this mana ability, I won't activate any more. Fail to pay for the spell, put it back in hand, draw a card, and then play that new one."
