Seems more like a goblin artisan than a dwarf artisan. See also Goblin Welder.

My idea with this was that it was a repeatable Shatter/Trinket Mage combo. Is dwarf because they are the {u}{r} faction and the goblins of Aerikal aren't tinkers.

This is a good card. The colors match, the ability is just perfect enough to be balanced yet fun.
