Don't you think this should tap as part of the ability cost?

Is it too powerful to dump all the counters at once? Tapping it would remove two counters, which is not the way I want to go.

This certainly looks excessive at the moment. It's like Mikaeus, the Lunarch but all in one turn. It's more efficient than Strength of the Tazuru in some circumstances.
