This combined with pretty much any lifegain is going to be gamewinningly good. But then; they can just kill it.
Multiplayer it's going to be instantly insane.
I dunno, this is "Utterly crazy, playtest the heck out of it" material for an -un set. No clue how to evaluate it short of that. It sounds great fun though.
It seems like a good card by me (albeit, it's missing a power and toughness). I kind of think this sort of effect might want to cost higher though, not because it's powerful, but because it's swingy. Or, in other words, it can end the game too fast... especially if a creature in play is paramont to winning the game... some players might spend 8 life two turns in a row, just to keep a Merfolk Looter in play on their side, because they know they can't win without activating it twice to find an answer to a separate threat.
As it is, I can see that's why you gave it a 3-cost activated ability. I'd probably cost the whole thing at 7, activate for free, and give it a 4/4 p/t. But that's me. I'm quite sure you have other numbers you're more comfortable with.
Activating it for free makes a very interesting "Hey; anyone wnat this incredibly powerful swingy thing and are willing to play life for it?" option available. A coloured cost mostly rules that out.
If you're untapping the creature, I feel like it should gain haste, just in case it matters. On the other hand, it's probably swingy enough anyway.
