Previous: High Templar
Psi storm should be stronger against low-toughness units than single big ones. Afraid that I've made it too weak though. Needs testing. Also tempted to give this the Hallucination effect instead, but worried that people associate HTs with Psi storm too much.

This can probably be {3} {w} . The only reason it was {2} {w} {w} was to be parallel to Dark Templar anyway.

Playtest results: 2WW-> 1WW: Big change. Still within correct power levels, I believe.
