This could cost {w} in my opinion. It sounds very cool. If you think about it, it's kinda like "tap target creature" which is bad, but the "doesn't untap" clause actually helps a lot. Very nice card.

it would be underpriced at {w}, but a compromise of {1}{w} seems OK. Glad you like the concept.
