Hahahhahahah!!!!111!Q I haven't the faintest clue what I'm supposed to do here. My original thought was to make a human advisor that cost , was a 0/9 and had not flavor text. But the idea of that lack of flavor text... I don't think people will understand the joke. And 0/9 human advisor? Really?

So, I don't know. I feel I should do something unique, but many ideas fail the test. I thought about making this a 5/0, or something along those lines... but that isn't really common. I also thought about doing something like this:

I'd suggest the closest mash would be something like an undercosted fatty, with "ETB: Discard your hand"

Ha! Protection from Instants! Good. That gives me the essence of bureaucracy without leaving french vanilla.

I'm not sure I see the "protection from instants" particularly fitting... but I don't really have much of a better idea. You could have a black creature that accumulates +1/+1 counters until it exceeds the size of an opponent's hand, at which point you sac it and they discard their hand? ...But that's really not very french vanilla...

Could the simplest kind of discard saboteur trigger count as french vanilla? A Headhunter without morph, or a Mindstab Thrull? Maybe not...

Effects targetting ~ may only be played any time their controller could play a sorcery? That's not very vanilla, but gets the "red tape" feel, will sometimes be revelant, and doesn't require people to remember what "protection" means :)

Well, there's a ton of good bureaucrat abilities I could be putting on here, my head keeps filling with a bunch of them... but, yeah, this slot is supposed to go only to a Vanilla or French Vanilla. I did realize that "Protection from creatures with haste" was another option... but that would only make sense the turn it came into play. Okay, I admit, I think it would be funny if the bureaucrat kept holding back this one impatient goblin. :)
