Had never seen that card, this is perhaps maybe a little too weak for today's uncommon slot, any suggestions on giving it a slight tweak? or should i just reprint angelic renewal at uncommon?

I think it's fine as is, or a reprint of Angelic Renewal would equally be fine. It's good for there to be a slight range of power level within a set; not every card has to be pushing the edge of the power curve (and in fact they definitely shouldn't all be).
