Frankly, I am kind of amazed this card doesn’t exist already. There could be a reason, but I just don’t see it.

There's already "The next spell has flash" so yeah, no reason why not to allow it UEOT.

In case it's not clear, Vitenka is referring to Scout's Warning, which was the creature-casting version of Quicken.

It's undercosted by 1, I think. Don't get me wrong; It's savage against control and I like that, but you've essentially given every weenie/stompy/red deck a reason to splash green b/c this says: my creatures have haste, since EOT I'll make a G and then drop 3 creatures.
