Given this creature's color and ability, the p/t should probably be boosted by at least 1 on each end or the CMC should come down.

I can see him as a 2/3, but I'm hesitant to go as far as a 3/3, as I'd rather he not be seen first as a fighter.

I think you're moving in the wrong direction. Your Green uncommon creatures are currently:

Viper Wrangler - 1G / 2G Feint
Crashing Halebeast - 3G
Dispatch Field Reporter - 3G
Darrowhill Salvager - 4GG

As this is an Elf Scout AND a Healer, I'd recommend moving this down to a simple 1/1 for G, otherwise all the Green uncommons are situated in this mid-range area of 2G+. As precedent, this is basically a fair Wellwisher, lacking tribal synergy and being less likely to appear in multiples, so I think you have a lot of leeway in terms of body structure and where you fit it on the curve.

Pretty fair assessment. I hadn't figured in the Halebeast at 4 mana yet when I first came up with this guy, so I like where he'd fit in a lower curve.
