Also, is it meant to apply to your opponents' creatures too?

Huh. Nice catch. No, it's your creatures. And this thing should be uncommon. Switching.

As good as the effect is, though, it ain't no {2} {g} {w} enchantment (who's name escapes me right now).

Glare of Subdual, which was a sorta-colourshift of Opposition. And true. This is like Telekinetic Sliver, a reasonable uncommon version of the effect.
