The enchant line is supposed to read "instant or sorcery (spell or permanent)", not "(instant or sorcery spell) or permanent" - this makes sense since this is supposed to generate a permanent that is also an instant or sorcery; I don't know if that need rephrasing.
I do know that it doesn't actually work as far as the rules go (in particular this conflicts with 110.4, comma 2 ["instant and sorcery cards can’t enter the battlefield and thus can’t be permanents"], though I guess the line "it ETBs as it resolves" may overwrite it perhaps?). What I'm ever more concerned about is that I'm not sure this thing would actually stick to the instant/sorcery it enchants as it changes zone when it resolves

You can't have an (instant or sorcery) permanent. By definition, instants and sorceries are non-permanents. It probably breaks a lot of things to allow them on the battlefield. This is a compelling concept, but you're better off exiling the spell and making a token
It no longer tries to make a sorcery/instant permanent; instaed it manifests the sorcery/instant card.
Tried reworking it so that it manifests the spell card (I'd rather not having it work by exiling things if at all possible); though rationally making it generate a token would likely work better mechanically -- also perhaps making it an instant instead of an Aura, something like
when target instant or sorcery spell resolves, exile it and its controller creates a 2/2 Elemental creature token with "sacrifice this permanent: you may cast the exiled card; if you don't, put it in its owner's graveyard".
(but this, other than working a bit differently, does feel to me a bit of a flavor fail)
