This is a bend. As a hybrid cost, red hasn't had traditional looting since like Khans or og Innistrad I think. Zurzoth, Chaos Rider does loot for you and whomever you attack with devils, but the discard is random.

That being said, had red had rummage back in Shadowmoor & Eventide, this probably would have been a card there, and Eldraine had some dubious hybrids, so I feel this card could make the cut if wanted.

Oddly, at least three cards have UR costed activated abilities to loot.
