Well, it makes tokens. It doesn't do anything else interesting; just makes tokens.

Seems entirely legit, really. Maybe could be 1 cheaper nowadays? Yeah; let's push it a bit.

This would be fine for a common. But a Captain's Call for {1} more that makes one more non-tribal creature is far from exciting.

Alternatives:

Costs {2}{w}{w}
Creates five citizens.
Instant speed.
Is an enchantment with an etb that makes Citizens and some other ability (maybe an activation that makes additional citizens. Maybe Citizens gain viligance.)

Enchantment makes more sense for the name than a Sorcery does anyways.

Very good point.
Memo to self: Look at the token maker cycle in the set. (This, spawning bed, breeding pit, something-something-fungus-thallid in green, goblin warrens) and come up with some kind of unification to them. Right now, they're way too loose a cycle.
