Why is this a reflexive trigger?
So it plays more like two creatures with ETB effects i. e. the token creation is no longer tied to legal targets and the checking of legal targets is no longer tied to whether you have chosen any targets.
I want to avoid the following unintuitive ruling:

You can cast
Adverse Conditionswith no targets. When it resolves, you’ll get an Eldrazi Scion. However, if you cast
Adverse Conditionswith any targets and all of those targets are illegal as it tries to resolve, it won’t resolve and none of its effects will happen. You won’t get the Eldrazi Scion in that case.
It's an unofficial use of the new technology I experiment with as of this card.
I can almost see a flavor justification that if the creatures you're trying to tap have skedaddled, then there's nothing for the cops to do
