Many people don't know regenerating taps the creature, since that rarely matters. It seems like a bad idea to combine it with vigilance for that reason alone.

Though I agree generally with your observations, I do feel the need to point out your misuse of the term nonbo. They don't cancel each other out and actually work well together as your opponent has to choose if they want to lose a creature to get it takes down that turn or let it through and have to deal with it on the block.
Vigilance + Regeneration = Nonbo
I find myself rarely considering activating the off-color abilities, except for Malmetal Construct. Maybe a rootwalla ability will be more appealing.
Otherwise I suggest to replace regeneration /w indestructible UEOT.
I called it a collar because I imagined it with Avacynian flavor.
Reach is indeed a very developmental addition and may not be important depending on which of the other ideas make it into the deck.

PLAYTEST: Resolved only once, but was a blast, when it did. Great Timmy effect - sad when it doesn't work.
I still say we need to remove the card from the top on a no-hit somehow to allow this to dig deeper upon further sacrifices.
As opposed to Massey's Galvenizer I'm not certain whether I want to deviate from tinkering on this trigger. How would a general tinker trigger be worded?
This is a mirrored pair with Massey's Galvenizer.
The main differenc is that this sucks. It does nothing the turn you play it - whatever turn that is - until you actually have the seven mana to pray. By then you have spend nine mana for your first actual benefit from that card - replacing itself.
If there is one card, where the trigger condition should be changed from "pray" to "gain life", it is this card. In this way it not only has a chance at being useful before turn six, but also aesthetically mirrors its partner by generalizing the keyword specific trigger to something more general (tinker -> sacrifice, pray -> life gain).
I'm also close to arguing these two should be enchantments.

The main difference is that this immediately goes active with its own tinker ability and whatever you can play that turn. This is pure value.
This does nothing. The Science deck might play a useless bauble like this, but the Faith deck does not really use this.

The Science deck has quite a few chump blockers and pray is not quite devastating enough. This should probably give itself trample as well.
This could also be a possible slot for Sylvan Choir if we want it at common.

I like the card.
Putting it in a common slot is cheating though. This is Magmatic Insight except discarding an artifact sets up more ridiculous things in this deck than discarding a land ever will.
When a card with exploit emulates an instant, you get it at the same cost because you reduce it to sorcery speed (Sidisi's Faithful) - if you do the same with a sorcery-speed card or a card advantage effect, you pay premium.
I think this emulating Tormenting Voice at the same cost might be too good.
