This ability is cool, but the rules make it rather fiddly. In any case it needs "equal to its power" adding. Ideally it'd need to say "gains wither UEOT and deals damage to itself equal to its power", or perhaps "gains wither, deals damage etc, then loses wither".

Comparing with Telim'Tor's Darts, the costs here are reasonable. It probably needs to say "to target player who drew a card this turn outside of his or her draw step".

Yeah, instant-speed spells and abilities do have a precedence over triggered ones. I'll have to edit this, thanks for pointing that out.
