Comparing with Telim'Tor's Darts, the costs here are reasonable. It probably needs to say "to target player who drew a card this turn outside of his or her draw step".

The darts are very old, and are probably not a good indication of power level any more. It would be rare for this event to happen. For you to consistently hit the opponent, they would have to keep casting sorceries that drew them cards, combat trick cantrips or be drawing cards when something activated like Howling Mine. Cards like Merfolk Looter can just be activated during that player's draw step to avoid taking damage. Sure, that limits their options, but it puts the choice of how and when they take the damage in the hands of the opponent.

If I was to push this card, I'd drop its cost to {1}, and I'd push it into the uncommon slot, since this card is destined to become 14th card pick in almost every draft.

Alternatively, you could make it cantrip.

Could always go with {t}: Deal 1 damage to target player who drew more than 1 card this turn.

That way they get their regular card draw in draw phase but anything else, like Howling Minemakes them a target for this.

That doesn't work to stop them using Merfolk Looter, though. They can still get away with it if they do it in anyone else's turn.

True that it doesn't stop looter. You could make it "drew more than 1 card since the start of their last turn" to fix that loophole though.

There are times when I go off on a tangent, and I start designing my own cards based on someone's idea, instead of helping them to see their own vision. That being said, if we smelted this card down and rehammered it out, this version seems pretty cool:

Going off on a tangent myself, all this talk has inspired a variant of my one with: ­{4} Artifact ­{3},{t}: Target Player draws a card and loses 2 life.

you can either use it on yourself (very black) or use it to whittle down an opponent - basically a reuseable slightly less powerful Sign in Blood. Costs aren't final.

jmgiarepy's version is like Underworld Dreams as an artifact. Seems fair. More fun with Forced Fruition, too.
