OK, I'm on board for this. But then: why not Islandwalk & Swampwalk? Those abilities are just as green and run in opposition to the other major players.

Your question is too narrow: Does Morningtide cause problems vs What does this do to the tribe as a whole. Wizards is a fairly new tribe and one that in Modern, especially since it's blue based, could cause tremendous problems-think slow, grinding games where every spell is countered and the opponent has no outs. I realize that the set comes first but in this case, there isn't an overriding thing to insist on a type change and I think restraint is going to serve better than overdoing it.

Okay, we'll try this: Recycle, but modified to not look exactly like Recycle, and built so there's less need to throttle it. It makes your wizards matter, but still works with just her. Not a "Game Over" on turn four, but strong enough to use as an engine.
Another turn on this would be that whenever a spell was cast (excludes land being played) you check the CMC and draw, but I like the fact that the new-and-current version rewards you for consistent land drops, as that clearly is green.
The shine is coming off for me too.
That looks like a bit of a mess, and I'm really not sold on increasing hand size in increments.
Is it important that she's granting the abilities to others?
I’m wondering if it doesn’t want to be a wizard as well. The additional support could be a problem wide view (does Morningtide cause problems?), but he seems to want to be a part of the Soradyne wizard resource-gathering plan.
It doesn’t keep recasting itself, it just mills three, then checks, then potentially mills three more. No check after the second mill. I think this is worth watching at the playtest, but mostly it’s a case of RTFC.
Had to go with 2 damage, creatures and/or player, 4 mana. Less just didn’t feel rare. It’s still a potential gamebreaker, but a lot less impressive when you’re reluctant to swing.
