I know that if I was playing Jund back in the day, for example, I wouldn't care. I know some Jund players who tapped all their lands at the end of their turn anyway, so that their opponent wouldn't bother wasting their time by thinking about whether or not they had a response.
Not for not, I know 'no untapped lands' is worth something. I just don't think it's worth all that much. And definitely not in this color. Spur Grappler still gets 3 stars worth of respect despite the power creep (owing, I'm sure, to mana burn no longer being a thing.) I'd look at that card to gauge the power level of the rest of the cards. And ultimately, Spur Grappler just has +1 power (and +1 star) on Goblin Roughrider. Sounds about right. 'No untapped lands' gives you a bonus equal to approximately +1/+0. And, on rare occasions, you're forced to not turn it on and make your creature worse.
I'm not sure how that translates here, since I'm not sure what a fair activation would be to deal two or three damage in red. But I'd assume, with desperation, that the best you could get would be to reduce the activation cost by .
Altered the card a bit. The infinite combo no longer works, made her legendary so her healing can't stack, and made her mythic to match her power-level better.
Here's another way to think of it. This card reads, among other things, "Gain X life per round, where X is equal to the number of lands you control."
Compare that to the 4.269 star heavy hitter Clearwater Goblet. At its best, the goblet gains you 5 life per turn, costing . At its worst, Caravan-King gains you 4 life per turn, costing . You'll also get 5 life per turn with C-K if you have . Things only go up from there.
No, they're saying you can tap X lands, gain X life, and still spend that X mana. It's not mana production, it's life production, but a really rather huge amount of life production. And it does go instantly infinite with anything like Orochi Leafcaller or Skyshroud Elf.

I'm really not sure what you're seeing that makes you think this card can produce mana. Is something wrong with the wording?
