Woah! A Prodigal Pyromancer that deals three damage? And all for the measly activation cost of
? I mean, sure, there's whole 'tap all my lands' thing. But for a great many red decks, this isn't a drawback.
I know that if I was playing Jund back in the day, for example, I wouldn't care. I know some Jund players who tapped all their lands at the end of their turn anyway, so that their opponent wouldn't bother wasting their time by thinking about whether or not they had a response.
Not for not, I know 'no untapped lands' is worth something. I just don't think it's worth all that much. And definitely not in this color. Spur Grappler still gets 3 stars worth of respect despite the power creep (owing, I'm sure, to mana burn no longer being a thing.) I'd look at that card to gauge the power level of the rest of the cards. And ultimately, Spur Grappler just has +1 power (and +1 star) on Goblin Roughrider. Sounds about right. 'No untapped lands' gives you a bonus equal to approximately +1/+0. And, on rare occasions, you're forced to not turn it on and make your creature worse.
I'm not sure how that translates here, since I'm not sure what a fair activation would be to deal two or three damage in red. But I'd assume, with desperation, that the best you could get would be to reduce the activation cost by
