What if Predict was a special action, like Morph? Then you couldn't respond to it, but you could respond to the trigger.
It's instant speed and not restricted to your upkeep, which is much nicer. You can even wait until your opponent finished their turn and use it then. You can't put it on instants, though, since responding to activating the predict ability by casting the spell is probably bad.
Doesn't predict behave very similarly to forecast?

I knew something felt wrong, but I was tired and I couldn't place it.
If I sacrifice an Artifact Enchantment Creature like Hammer of Purphoros makes, or an Artifact Creature Land like Inkmoth Nexus, are the opponents off the hook unless they have a similarly precise permanent?
I'd suggest "Each opponent sacrifices a permanent that shares a card type with the permanent you sacrificed".
