Yeah the first ability feels off. If I were to go with that type of deal, I would take inspiration from Dark Deal and Wistful Thinking. So like "Each player draws two cards, then discards three cards. ... or maybe indeed straight-up the Dark Deal effect though it sounds a bit much.
Looting (draw, then discard) is in blue, not red.
Even if looting was in black (and I think it could be with the same stipulations as card draw i. e. adding "and loses 2 life" to the first ability), I think that's the wrong choice for this particular version of Liliana.
If the ultimate (as so often) cared about the graveyard, then causing the opponent to discard without losing card advantage plays into the ultimate, but on a card that for a change cares about making the hand smaller you really want a more typical ability that causes a net negative cards for the opponent.
Making a card specifically to enable soft-lock strategies criticizes itself.

For my deck that uses Contagion Clasp and Contagion Engine to pump Planeswalkers with loyalty counters. So this Liliana could deny an opponent from drawing a card turn after turn.

Found this is a notebook from 2011. I didn't have a CMC written down. I think I had wanted it to be RW, but it's clearly not white. I'm putting this as RG, but it could argued to be UG or RUG. This was also no starting loyalty, so I put 5 to match the CMC I gave it.
It just seems like a way to protect against getting certain cards discarded and an increased max handsize. Do you look at the card you draw before you add it to your hand?
The fun is in figuring out how to abuse extra hands. The opening comment has some hints.

Each hand is a separate zone.
You may play cards from all of your hands.
If you would draw a card or put a card into your hand, you choose which hand to put it.
You cannot move cards between hands without explicit instructions.
Maximum hand size is checked individually for each hand. If any hand exceeds max hand size during cleanup, discard cards from that hand until that hand meets max hand size.
If an effect mentions your hand, you choose which hand it applies to. For example, an effect says "discard all cards from your hand", you discard all cards from one of your hands.
If an effect would cause you to reveal your hand, you choose one hand to reveal. Further instructions of that effect applies only to the chosen hand.
If an effect instructs you to discard without mentioning your hand, you must discard that many cards from among all cards in all of your hands. For example, "Discard a card", even if one of your hands is empty, you must discard a card from a nonempty hand.
