Unsure how to word the ability. In the simplest concept, it's "Creatures you don't control that enter the battlefield this turn lose all abilities until next turn."
The wording should work so that "enter the battlefield" abilities of that creature don't trigger from it entering. Also, any keyword, other static abilities, other triggered abilities, and activated abilities should also be lost.

While black is the color that outright removes counters, I don't think swapping counter types is distinctly defined in the color pie, and since this can't replace those counters with -1/-1 counters, if replacing counters is undefined, this doesn't lean into distinctly black territory.
